BEDFORDSHIRE COUNTY FOOTBALL LEAGUE
Some questions asked of The FA by Leagues, with the answers given:

Q: Following the FA's announcement last week, does that mean that all players are now free agents?
A: They are still registered until 31st May.

Q: What will happen with suspensions now the season is concluded? Will these just carry over?
A: The short answer is Yes, just the same as any other season. This is covered by paragraphs 66 [-68] of the Disciplinary Regulations: 66 Subject to paragraph 67 below, any period of suspension or part thereof arising from this Section Three or as a result of a Charge which remains outstanding at the end of playing season must be served at the commencement of the following playing season. 67 Any period of suspension or part thereof arising from an accumulation of cautions in relation to the FA Cup or FA Vase which remains outstanding at the end of the playing season will be repealed and need not be served at the commencement of the following playing season. 68 Affiliated Associations will impose split suspension periods where suspensions have to be carried over to the following playing season.

Q: If Competitions are brought to an immediate end with results expunged, does that mean that any disciplinary offences recorded from matches in these competitions are also expunged?
A: No. Discipline charges and cases will not be expunged as the offences have been committed. These will remain recorded in their entirety.

Q: Our League has one of its divisions in the NLS system (Step 7). Can we apply points per game to this division?
A: For consistency the League should adopt the same method throughout all its divisions.

Whilst some Bedfordshire Leagues outside the National League System may be able to make other decisions, Bedfordshire County Football League is directed by The FA, as a Step 7 League in the NLS, to follow the NLS [Steps 3-6] decision.
This is where we are:

All matches played to date will become VOID.
All other matches will be DELETED from Full Time.
All cup competitions will end and all records will be DELETED.
NO LEAGUE POSITIONS WILL BE DETERMINED, and therefore no awards will be made.
NO CUP FINALS WILL BE HELD and no medals/cups awarded.

Teams can be moved up or down into the most appropriate divisions for next season, but whist we could look at a constitution, this will be left as late as possible, to be published at the AGM. If football can start again in September or even October the league can still run with a Premier of 16 teams but may need to reduce other divisions. If footbal starts even later then there needs to be a careful look at what constitution would be put to the AGM in order to be able to comfortably finish season 2020-2021. The AGM is still planned for Wednesday 17th June 2020 but a contingency booking at the same venue [Great Barford Vilage Hall] has been made for Wednesday 15th July 2020.
The Bedfordshire FA [and hopefully other County FA's] will keep all Clubs and Leagues up to date with regards to the affiliation process and timescale for next season.
The Management Committee will be considering other measures that may be taken to reduce the pressures on Clubs to get started again. These will be made known in the next bulletin to Clubs, which will be towards the end of April with all the new season papers.
Should anything change before then, Clubs will be informed.

BEDFORDSHIRE COUNTY FOOTBALL LEAGUE OFFICIAL STATEMENT on the current situation.

FIXTURES: all fixtures are currently suspended until further notice. Whilst it remains unlikely that any matches will be played before the end of April, which would put enormous pressure on teams to be able to fulfil those fixtures any later, the league management committee awaits positive advice from The FA and/or the Bedfordshire FA on what may be possible. Promotion and relegation within the league may not be too difficult to determine, but promotion and relegation within the National League is out of our hands and we await developments.
If at all possible, the Committee shall be looking to still make monetary and football awards at the AGM.
If at all possible, the Committee shall be looking to complete the CUP COMPETITIONS with finals held in September 2020. The rules regarding player eligibility would need to be agreed.
The FAIR PLAY AWARDS will still be given to those Clubs listed earlier: Ø WINNERS FOR JANUARY 2020 – date from beginning of the season to the last match day in January 2020]: Ø PREMIER: Shefford Town & Campton Reserves – DIVISION ONE: Wilstead Reserves – DIVISION TWO: CS Rovers – DIVISION THREE: Lancot Park – DIVISION FOUR: Revivalists FC. No further awards will be made this season.
MANAGEMENT COMMITTEE MEETINGS: The meetings in April and May are cancelled, with the next meeting scheduled for THURSDAY 4th JUNE 2020.
ANNUAL GENERAL MEETING: This is scheduled for WEDNESDAY 17th JUNE 2020 at Great Barford Village Hall. Should this not be possible to hold, the same venue has been booked for WEDNESDAY 15th JULY 2020.
MANAGEMENT COMMITTEE MEETING MINUTES: The minutes for the March meeting will include any matters up to the suspension of fixtures on 14th March 2020, and will be published next week.
PAYMENTS TO THE LEAGUE: Any payments either due or overdue, or newly listed in the March minutes, will not be payable until 31 May 2020. Payments will then be made, together with any other paymernts due from this or next season, in accordance with new banking arrangements for the new season. Details will be sent to all Clubs in plenty of time.
SUBSCRIPTIONS FOR SEASON 2010-2021: The Chairman/Treasurer has agreed that all Clubs still with the League on 14th March 2020 [the date of the fixture suspension] will pay NO SUBSCRIPTION for the new season. The £100 subscription will still apply to any new or returning Clubs.
PAPERS FOR THE NEW SEASON: These will be published to all Clubs earlier than usual, and before the end of April 2020. No rule amendments have been received from Clubs by the due date of 15th March, and whilst any rule amendments have firstly to be agreed by Bedfordshire FA [usually early April] this may be delayed. However the rule amendments proposed by the Management Committee will be available by the end of March and published with the other papers for the new season.
